INVITATION TO BID

The Malden Housing Authority (MHA), the Awarding Authority, invites sealed bids from General Contractors for the following project: 89 Pearl Roof Repair MHA#032318 for the MHA, in Malden Massachusetts, in accordance with the documents prepared by MHA

Nature and scope of work:

This is a federal project, No less than the minimum Davis-Bacon Federal wage rates as set forth in the schedule contained in the Contract Documents must be paid on this project, and Federal laws and regulations shall apply in addition to the laws and requirements of the Commonwealth of Massachusetts.

1.         Provide all labor, materials, equipment, service and transportation, permits required to complete the work as scoped in the IFB.

Bidding procedures shall be in accordance with M.G.L. c. 149, SS44A-44J, as most recently amended, and all other applicable laws.

The estimated project value is up to: $ 30,000.00

Bid Documents will be available from 9:00 a.m. to 3:00 p.m., Monday through Thursday, be email request at efahey@maldenhousing.org , and can be viewed at the MHA’s Main Administrative Offices, 630 Salem Street, Malden, MA from 4/4/18, the bid documents are available by mail for $40.00 each set  (or $65.00 per set for overnight), in the form of a certified check made payable to Malden Housing Authority., to cover shipping.

A Pre-bid Meetings will be held on 4/9/16, at 10:30 am at 89 Pearl Street, Malden, MA., in the community room. Bidder’s written questions will be received until 3:00 pm, 4/16/16 at efahey@maldenhousing.org . There are no plan drawings.

Sealed general bids will be received at the MHA’s Main Administrative Offices, 630 Salem Street, Malden, MA until 2:00 PM on 4/26/18, at which time all general bids will be publicly opened and read aloud.

All general bids shall be accompanied by a bid deposit in the form of a certified, cashier's or treasurer's check issued by a responsible bank or trust company made payable to the Malden Housing Authority or a bid bond, in an amount not less than five percent (5%) of the value of the bid.

The successful general bidder will be required to furnish a Performance Bond in the amount of one hundred percent (100%) of the contract sum. Bonds shall be obtained from a surety licensed to do business in the Commonwealth of Massachusetts and the form shall be satisfactory to the MHA.

The successful contractor’s shall comply with all Federal and State “flow through” (and any other relevant) reporting requirements in a timely manner. 

Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) (Section 3) Part 135 - Economic Opportunities for Low- and Very Low-Income Persons shall apply to this project.

 

Copies of the above are bound in the bid documents and are fully integral portions of the conditions of the contract with which each contractor and sub-contractor must comply.

The MHA reserves the right to reject any or all general bids if it is in the public interest to do so.
