The Malden Housing Authority Section 3 policy pertains to training, employment and contracting, opportunities arising in connection with the expenditure of Federal housing assistance and community development assistance that is used in conjunction with the following activities: Housing rehabilitation, Housing construction, Abatement of Lead Based Paint and Other public construction. The Section 3 regulation is triggered by a need for new hires (whether individual employees, contractors or sub-contractors) and every effort within the contractor’s disposal must be made to the greatest extent feasible to offer all available opportunities to low and very low income residents.
